John Hoover is the Director of Finance and Personal Property for the Clay County Property Appraiser. John spent fourteen years in public accounting before coming to the Appraiser's Office in December of 1998. He received his Bachelor's and Master's degrees from the University of Florida, and did post graduate work at the University of North Florida. He is a Certified Public Accountant, a Certified Florida Evaluator, and is a member of the Florida Chapter of the International Association of Assessing Officers (FCIAAO). John has done pioneering work in the area of electronic filing of personal property returns, and was awarded the IAAO Donehoo Essay Award for an article on the subject.

Steven A. Garrard is the Director of Administrative Assessments. He attended St. John's River Jr. College and obtained his Associate of Arts degree in 1974. He began his career with the Clay County Property Appraiser's office in November of 1982 as a Field Appraiser. He worked his way up through the ranks to Director of Field Operations and has been serving the Property Appraiser in his current role since 2005. He is a member of the FCIAAO and is a Certified Florida Evaluator.

Tracy Drake is the Director of Real Property Appraisals. He attended Florida State College at Jacksonville and the University of Central Florida, majoring in Commerce and Public Affairs. He began his career with the Clay County Property Appraiser in July of 1993. He was awarded the Residential Evaluation Specialist Designation and was the second appraiser in the state of Florida to receive the Assessment Administration Specialist Designation from the International Association of Assessing Officers. He is also a State Certified General Appraiser (No. RZ2759). He received his designation as a Certified Florida Evaluator from the Florida Department of Revenue. He is a Certified Marshall & Swift Appraiser. He is also an active member of both the International Association of Assessing Officers and the Florida Chapter of the International Association of Assessing Officers. In fact, he is currently on the Professional Designations Committee for the FCIAAO.

Nancy Walker is the Director of Information Technology and Geographic Information Systems, and the Records Management Liaison Officer. Her career in computer technology began in 1985 when she completed courses in computer programming at E.C.P.I. (Electronics and Computer Programming Institute) in Norfolk, Virginia. She brought thirteen years of experience and education with her when she came to work for the Property Appraiser in May of 1998. She is a Certified Florida Evaluator and a member of the FCIAAO.

Gail Howell is the Supervisor of Exemptions. When Gail came to work for the Clay County Property Appraiser in April of 1993, she brought with her ten years of experience as a licensed Realtor in the state of Florida. Since then, she has gone on to receive her designation of Certified Florida Evaluator from the Florida Department of Revenue. She is also a member of the FCIAAO.

Joni Crossley is the Supervisor of Land Records for the Clay County Property Appraiser. She began working at the Property Appraiser's Office in 1989 and worked in the Customer Service Department and Mapping Department before becoming the Supervisor of the Land Records Department. She is a Certified Florida Evaluator and is a member of the Florida Chapter of the International Association of Assessing Officers.

Shannon Martin is the Supervisor of the Geographic Information Systems. She began her career in this field as a GIS Specialist for the Clay County Sheriff's Office in April of 2000 and was hired as the GIS Supervisor for the Clay County Property Appraiser in March of 2006. She obtained her Certified Cadastralist of Florida (CCF) designation from the Florida Association of Cadastral Mappers in accordance with the requirements of the Florida Department of Revenue. She is a member of the FCIAAO and the Florida Association Cadastral Mappers.
